Buyer’s guide · Texas ISS · Updated October 2026

The best ISS software in Texas, 2026: seven platforms, compared.

A plain guide for licensed Individualized Skills and Socialization programs in Texas and the HCS providers that run their own. What each platform is, who it fits, and what to check in a demo. We make Sereniq, so we list it first and say why. Everything we say about other vendors comes from their own public materials.

01 / How to choose

Eight things that decide whether it works on the program floor.

Score every vendor on the same eight points, then watch a staff member run Van in and Trip out on a phone.

  1. 01

    Attendance staff will actually run

Who came, when the group went out, and when it came back. If the van arrival takes a form, staff go back to the paper sign-in sheet.

  2. 02

    On-site and off-site, separately

ISS is billed by the hour and split by setting, and the ride to the community counts as off-site. Software built around a daily unit gets this wrong.

  3. 03

The ratio, written by the trip

Off-site ISS needs the staffing ratio and group size on every event. It should come from who went, not from memory on Friday.

  4. 04

    Form 8615, page for page

A print on the state form’s layout with the time grid filled from attendance, and a due date the office can see on every log.

  5. 05

Billing the agencies that place people

A licensed ISS program bills the HCS agencies that place individuals with it. Look for a bill per agency, the logs behind it, and reminders until it is paid.

  6. 06

    Drills, incidents, and behavior records

Form 4719 drills, an incident report the program nurse hears about, and a behavior record that reminds staff when a restraint needs an incident too.

  7. 07

    Partner agencies and the binder

The service agreement, license number, case manager, and nurse for each agency, and a consent packet and face sheet for each person.

  8. 08

The phone, for staff of every age

Large names, one button per row, and a time you step instead of type. Floor staff should run the morning without coaching.

02 / At a glance

Seven platforms, one table.

A quick read on scope. Medicaid claims are a scope choice, not a score: a licensed ISS program bills the agencies that place people with it, and an HCS provider running its own ISS bills TMHP from its own system.

03 / The platforms

What each one is, and who it fits.

One card per platform: what it is, who it fits, its strengths, and the questions worth asking in a demo.

01 · The Texas ISS day

Sereniq

Our pick for licensed ISS programs in Texas

An AI-native operations platform with an ISS workspace built for Texas Individualized Skills and Socialization programs: the four-tap day, Form 8615 service logs, and the monthly bill to each placing agency. A standalone ISS program gets an ISS-shaped account; an HCS provider adds ISS to the account that runs its homes.

Fits best

Licensed ISS programs that serve people placed by several HCS agencies, and HCS or TxHmL providers that run their own ISS program and want attendance, the Form 8615, and the bill to come out of one record.

Strengths
  • Four-tap attendance (Van in, Trip out, Everyone back, Day done) on the web, a door tablet, and the phone; trips write the off-site ratio and group size onto every member.
  • Weekly service logs filled from the board, a due date and reminders on every row, printed on the HHSC Form 8615 layout page for page.
  • One bill per placing agency after the month ends: the statement with each person’s invoice as one PDF, plus a Form 8615 PDF per person, with a fix-before-sending list and payment reminders.
  • Fire, hurricane, and tornado drills with Form 4719 prints, incident reports the program nurse is told about, a Maladaptive Behavior Record, and a document binder per individual.
  • A phone app built for floor staff of every age: 17-point names, one button per row, and a stepped time picker; Day done and incident reports save offline and send later.
  • Ask Sereniq answers plain questions about attendance, trips, logs, bills, incidents, and staff from the record; it never changes anything, a person checks the answer before acting on it, and it is included for every agency.
  • Texas live today; built to adapt forms and terms to other states.

Sereniq does not submit Medicaid claims. An HCS provider that bills the state for its own individuals takes the hours report into its own billing system.

04 / Buyer questions

What ISS programs ask while comparing.

What is the best ISS software in Texas?

For a licensed ISS program, the best software is the one floor staff run all day without help and that produces the Form 8615 and the bill to each placing agency from the same record. Sereniq is built for exactly that shape. If you want Medicaid claims inside the same product, a broader platform such as Statewise or Therap may fit better, with the ISS checks above.

What should ISS software include?

Attendance that splits on-site from off-site, trips that record the staffing ratio and group size, a weekly service log that prints on HHSC Form 8615 with its due date, bills to placing agencies, Form 4719 drills and incident reports, a partner agency record, and a phone app floor staff can use.

Is day habilitation software the same as ISS software?

Not quite. Texas replaced day habilitation with ISS in 2023. Day habilitation was billed as a daily unit; ISS is hourly and split between on-site and off-site, with ratios by level of need and a new log on Form 8615. Software that still treats the day as one unit needs work to fit ISS.

Does Sereniq bill Medicaid for ISS?

No. Sereniq builds one bill per placing agency from the attendance board and your rates, with each person’s invoice and their Form 8615 weeks attached as PDFs. If your agency bills the state for its own individuals, the hours report gives you the totals for your billing system.

Can an HCS provider run ISS and its homes in one account?

Yes. ISS is added to an existing Sereniq residential account, and the individuals who live in your homes are enrolled in the program in one step. A standalone ISS program gets its own ISS-shaped account.

How much does ISS software cost?

It varies by vendor and by program size. Ask each vendor for a written quote scoped to your roster and the agencies you bill. Sereniq pricing is quoted after a demo.

Put Sereniq through the same demo test.
